CPPA Issues First Enforcement Advisory 

The California Privacy Protection Agency (CPPA) recently released its first-ever enforcement advisory. The advisory focused specifically on data minimization obligations tied to consumer requests under the CCPA/CPRA. "Vigorous enforcement is part of our mission, along with educating the public about their rights and responsibilities. The Enforcement Division’s advisories will serve both purposes," CPPA Executive Director Ashkan Soltani said.

Google Agrees to Destroy Browsing Data Collected in Incognito Mode 

Google agreed to destroy or de-identify billions of records of web browsing data collected when users were in its private browsing “Incognito mode,” according to a proposed class action settlement filed Monday. The 2020 lawsuit was brought by Google account holders who accused the company of illegally tracking their behavior through the private browsing feature.

AT&T Confirms Data Breach and Resets Millions of Customer Passcodes 

AT&T has acknowledged that a data leak making the rounds online contains information from more than 7.6 million current customers and 65 million former customers. The company has reset the security passcodes of active customers affected and says that leaked information "may have included full name, email address, mailing address, phone number, social security number, date of birth, AT&T account number and passcode."

Florida Enacts Legislation Restricting Social Media Accounts for Minors 

Recently, Florida Governor Ron DeSantis signed into law a bill prohibiting minors under the age of 14 from having accounts on social media platforms. In addition, the bill, known as House Bill 3 (HB 3), requires social media companies to delete the existing accounts of users who are younger than 14 or who the company believes are likely younger than 14, and to comply with requests made by the minor account holder, or a verified parent or guardian, to delete a minor’s account. Finally, the Bill requires minors who are 14 or 15 to obtain parental consent before joining a social media platform. Social media platforms are similarly required to terminate the accounts of users who are (or are likely) 14 and 15 for targeted content or advertising unless parental consent is obtained, and to honor deletion requests.

Singapore Issues Privacy Guidelines for Children’s Online Safety 

Singapore’s Personal Data Protection Commission recently published a set of advisory guidelines on the applicability of the Personal Data Protection Act (PDPA) on children’s personal data in the digital environment. These guidelines clarify how the PDPA applies to organizations whose online products or services are “likely to be accessed by children.”
